Alltift Landfill PRP Group
Leader personnel negotiated an RI/FS work plan (along with a QA/QC plan and health and safety plan) for the Alltift PRP Group. This group was formed in response to a NYSDEC order-on-consent that identified potentially responsible parties to the 60-acre Alltift Landfill on Tift Street. This landfill was in operation as a municipal and then a private landfill for approximately 60 years. During that time, the landfill accepted wastes from over 50 local industries. The industrial wastes are believed to have included petroleum sludge, spent inorganic acids, and various dyes. Previous hydrogeological studies have shown that pond sediments and the aquifer underlying the landfill are contaminated with hydrocarbons; volatile and semi-volatile organics, and several metals (arsenic, chromium, magnesium and mercury). Leader personnel were instrumental in directing the NYSDEC-approved investigation to concentrate on evaluating off-site impacts and screening remedial technologies for mitigating future impacts. The work plan de-emphasized the performance of extensive (and expensive) studies to characterize the landfill material, information which would only have a very minor impact on site remediation. Leader personnel performed the feasibility study and negotiated a cost-effective containment alternative for the site. Leader assisted in the public hearing process and assisted Allied Signal with public presentations. To date, this project has been upheld as a success in the eyes of regulators, Allied Signal and the public.
